Regarding the thermal comfort of housing, the collected data indicates that in 2023, 20.8% of the population lived in households that could not afford to keep their homes comfortably warm, which is an increase of 3.3 percentage points compared to 2022. In 2022, Portugal was one of the five EU-27 countries where this inability was most prevalent, with 17.5%, almost double the European average of 9.3%.
