In Portugal, in 2023, buildings are responsible for

of total greenhouse gas emissions and 33% total final energy consumption.

Regarding the thermal comfort of housing, the collected data indicates that in 2023,

of the population lived in households that could not afford to keep their homes comfortably warm, which is an increase of 3.3 percentage points compared to 2022. In 2022, Portugal was one of the five EU-27 countries where this inability was most prevalent, with 17.5%, almost double the European average of 9.3%.

In 2023,

of Portugal’s residential final energy consumption came from Gas, 11.3% from liquefied petroleum gas (LPG) and 1.7% came from diesel oil, 26.0% from Biofuels and waste, 40.6% from electricity, 8.9% from heat pumps and 2.0% came from solar thermal.

In 2021, households consumed

of homes have an energy rating of D, E or F, the worst in terms of consumption and emissions, and the most common rating in Portuguese households is C (23.4%). These numbers are to be weighed to the available Energy Performance Certificates issued, around 2.1 million homes, that represent around 25 % of the building's stock.

In 2021, households consumed

for space heating, 16.9 % for domestic hot water, 0.9% for space cooling, 20.2 % for lighting and electric appliances and 30.8% for cooking.

As part of the “Warm Home for Everyone” campaign, ZERO has launched the video “Numa Só Voz” (With One Voice) in partnership with the Marvila/Flamenga community to raise awareness of the importance of decent housing for all, as well as the urgency of addressing the housing crisis while combating energy poverty by promoting safe, affordable, and energy-efficient housing.

The involvement of the Marvila/Flamenga community was crucial to the success of this project. The video also features author and performer Nara Miranda, who contributed to this initiative.
